[chirp_users] Summer Project : transcoding CHIRP

Not exactly true. With Windows 8 Prolific has announced that certain
common chips will not be supported at all, and they seem to be getting
better at preventing the old drivers from working. I have a genuine
ICOM cable that recently fell victim to this.
