[chirp_users] "Radio did not respond" msg

Thanks for the tips. They led me in the right direction. My problem
happened to be
that CHIRP was trying to reach the radio on COM1 although the driver is
actually on COM3. I didn't notice the COM1 detail until I'd checked
everything else, but I learned some useful stuff in the process of doing
that.
