[chirp_users] "Radio did not respond" msg

Rookie Chirp user, did not find any info about this problem in FAQs and
elsewhere:

Shortly after cloning starts, message is
Error ... Radio did not respond

Using:
CHIRP daily-20140324
Win XP SP3 fully patched and upgraded
Baofeng UV-5RE Plus, brand new [first radio ever for me]
Radio works, AFAICT, I'm trying to use CHIRP to program it.
Programming cable: USB Programming Cable for Baofeng UV-5R UV-3R+ Two way
Radio With Driver CD

Following these instructions from CHIRP Radio tab:
Baofeng UV-5R Instructions
1. Turn radio off.
2. Connect cable to mic/spkr connector.
3. Make sure connector is firmly connected.
4. Turn radio on.
5. Ensure that the radio is tuned to channel with no activity.
6. Click OK to download image from device.

Have tried the instructions in both Frequency Mode and Channel Mode
