[chirp_users] Baofeng UV-5R programming

Just got a UV5RE and used the kenwood programming cable . Radio responded
and programmed just fine. PC with windows 7..

Make sure your driver version is 3.2.0.0. Also make sure your cable is
plugged in fully.
