[chirp_users] Straightening out mixed terminology

Thanks for the link. I had that one already, but it doesn't resolve my
questions. Or, I don't know enough to see how it does so. For example,
it doesn't map the repeater directory terminology to CHIRP's, and it
doesn't explain the difference between cvs-format and cloned terms.
