Hi John

First what are you trying to upload to the radio? Is it a modified file 
that was downloaded from
the radio. On the VX5R that is what is needed.
First download your memory file.
Second modify the file to new frequencies or memory position. Save a 
copy to your PC.
Third upload to the radio.

This is the way I do it to my VX5R with either CHIRP, or the Adams or 
Eve software.
