[chirp_users] Download & execute

Go to <http://chirp.danplanet.com/projects/chirp/wiki/Download>, then
download the installer, it is an exe file. Do not download the zip file.
The installer is just above the zip file. Run the installer, and Chip
will show up in your menu system.
