[chirp_users] added Ubuntu article and mode radios

I've added Bruce W4BRU's article on solving Ubuntu connection issues to 
the wiki. Thanks Bruce

You will also notice that the documentation page has been rewritten 
slightly to bring more focus on each article by topic - this should make 
finding specific topics a tad easier.

I'm in the midst of creating a table that will list each of the radios 
that are on the wiki's first page, and whether they work in clone or 
live mode. This is yet another question that newcomers who have picked 
up their radios for the first time are likely to have. This will 
eventually go into the 'Using CHIRP' topic

Problem is, I haven't a clue (as would any newcomer) as to which radios 
are live mode. How about it folks?
