You don't mention downloading a base image from the VX-3R and
importing your FT-60R data into that image.

If you upload an FT-60R image directly to a VX-3R you'd be lucky if
anything works--the data needs to be imported/exports into VX-3R
format before being uploaded.

When you do go through the import process, it will tell you beforehand
if any of the memories can't be imported and for what reason.
