[chirp_users] Read FT-60R Fine, Won't Upload to VX-3R

New CHIRP-er, using Windows XP. Chirp sure read the 90 memories on my 
FT-60R marvelously.

I saved that datafile, and tried to upload it to a VX-3R. It went through 
its routine ... took time enough to upload everything ... but only uploaded 
first 10 frequencies/memories into the VX-3R.

Any idea what I am doing incorrectly?
