Jim,

Menus are only disabled when the radio is in channel mode. Once the radio
is switched VFO mode, all menus are available not matter if the Menu
setting is enabled or disabled.

Only the latest Baofeng F-11 radios have the capability if disabling the
VFO/MR button. Until recently, special Baofeng software was required to
toggle this setting. CHIRP can enable/disable this setting now.
