[chirp_users] Baofeng around 900mhz - veideo

On the schematic of the UV5r is easy to find that a RDA1846 is used.
In the datasheet of the component is written "The RDA1846 can be tuned 
to the worldwide frequency band for Walkie Talkie from 400MHz to
500MHz and especially from 134MHz to 174MHz" etc etc

As obvious consequence the radio cannot tune anywhere outside that 
ranges, it doesn't matter what is on the display: it simply cannot.

BTW for the fm broadcast range a RDA5802 is used, it can tune 65-108MHz
