[chirp_users] Import error of Kenwood HMK file

I'm using the Chirp daily build 20130223 running on Windows 7.  I am no
longer able to import a HMK file into Chirp.  I get an error window with
the message "Unknown file format".  I have attempted the import with files
generated from both the MCP-2A and MCP-4A Kenwood programs.

Did the import process break recently?
