[chirp_users] UV-5RA problem

Check to make sure you've got the right TTY device, mine wasn't
/dev/ttyUSB0, it was something else... Also, make sure you're in the
dialout user group, otherwise you probably won't have the rights to
use the device (use "ls -l /dev/ttyUSB*" to be sure).
