[chirp_users] Chirp and radio parameters not agreeing

With UV5R selected as the radio, I downloaded to chirp from the radio in 
the channel mode.  chirp said Loc 1 was 451.860000   Loc 2 was 
462.725000.  then reading the radio in frequency mode I saw ch-1 was 
451.872 and ch-2 was 470.637
