Is any other program open that might be stealing the port?
After closing Chirp, can you open and download with MCP-4A?
Dumb question... you do have the radio turned on, right? The
USB-Serial will enumerate as COM4 whether the radio is on or off, but
the radio only responds to commands when it's turned on (normal VFO or
memory mode, turn off GPS and TNC to simplify things).
