[chirp_users] using chirp with split freqs on UV-5R

Hello Gang.

I have a question. When I put split frequencies into chirp for public
safety frequencies and send it to my radio it seems to upload fine. But
when I download from radio back to chirp at a later time the duplex and
offsets change to + or - in that column and offset changes also. the duplex
and offset change automatically. Is this normal. I am using the latest
daily update of chirp.
