[chirp_users] Bug report: FT-857 & FT-857D memories uploaded with IPO & ATT bits set

I was able to reproduce the random init behaviour of att and ipo so I 
opened the issue myself http://chirp.danplanet.com/issues/325
I'm working on it and it should be on next daily build.
Look at the issue for more info.
