[chirp_users] Can't hit repeater(s)?

Hi Mike,

Do you have another radio that works on these repeaters and can you 
check the settings in the working radio against the UV-5R?
Does it transmit on the correct frequencies?
Does it receive on the correct frequencies?
As others have already suggested do the repeaters need PL to activate?
Are the repeaters working? (Don't laugh, it happens)
