[chirp_users] Windows XP Help

To reiterate, Chirp does not require any drivers to start. The only time a
driver is needed is to communicate with a radio over USB. Chirp can be used
without ever needing drivers or a radio (e.g., download from RadioReference
and Save As a CSV). Bill's problem is with Windows, not any particular
driver.
