[chirp_users] CHIRP 0.1.11b4 Fedora Linux RPM Available

What Mike just said is spot on and works fine with Centos 5.5 other than 
not being managed via RPM.  Shouldn't be too hard to make the RPM though 
considering no compiling is required.
