[chirp_users] Lost!

I am with Dave on that one. I realize it is probably more work but it makes
the process more idiot proof! Also it may still be helpful to be able to
maneuver channel data in CSV format in order to resequence channel data
either by frequency or alphabetically.

Yeah, that's harder than it sounds, actually, because the python win32
interface isn't really documented, but I can see if I can figure out how
to do it.
