[chirp_devel] Programmer's Code Editor Recommendation

For some more cross-platform, open-source and free options to consider:
Atom and PyCharm. I find both much lighter-weight and more suited to the
purpose of Python project editing than anything bolted onto Eclipse, YMMV.
