What is the purpose of the roadmap page on the CHIRP site?

Do these entries represent tickets that have officially been selected for
inclusion in development efforts?

Do the entries that are struck out represent completed tickets that were
coded and included in a release, or do these also include tickets that are
dropped and closed for whatever reason?
