[chirp_devel] [PATCH 5 of 5] [ft4] rework tones [#4787]

I have not tested this yet, and I want to remove the first column of the
table, but I have a critical meeting to attend immediately (3-year-old
grandchild has demanded my presence.)  This is not yet a patch. It is a
request for comment: is this roughly what you are looking for?
