[chirp_devel] Failure Communicating with Wouxun KG-UVD1P

I thought I had similar problems until I realised I needed to push the
connector into the radio very very hard !
I used a freshly downloaded CHIRP the other month to program my pair of
UVD1P handhelds with no problems.  I am not saying it could not be a
software bug, maybe I just got lucky... but please check cable is well
seated into the radio, also try the transfer a few times as the first
one can fail.
