[chirp_devel] New user here - TS-2000 support

oh. I see what I did.
I grabbed the x86 tools for everything except Pywin. I had managed to grab
the am64 version instead. I installed the 32-bit version, and I can now get
the UI running.
So I'll play with it tonight and see how things go.
