[chirp_devel] New user here - TS-2000 support

Hmm.... getting warmer.

I'm on Windows 7 64-bit. I've installed all 32-bit tools, though, since the
XML Library would not install when I started with the 64-bit version of
Python. So I went back and started over with 32-bit Python.
