 Yes, it will only open once after rebooting the computer.  I only tried it once from terminal and it worked.  This is after I had closed it from a re boot, so from past experiences it shouldn't have opened.

  I close DRATS via the "q" command under file.  When I close it the icon does leave the dock.  Sometimes I have to hit the "q" a couple of times before it closes.

What I did notice the last time I had to re boot was although the icon wasn't in the dock I did get a message saying DRATS hadn't closed properly.
