[drats_users] reply to Charles question on attachments getting lost in Winlink

This is in reply to Charles question on attachments getting lost in Winlink:
Winlink does permit attachments, HOWEVER, the must be text only and must be 
less that 20,000 bytes in size (20k) . This is not useful for much as it is 
just as easy to cut and paste the information into your main email.
