[drats_users] D-RATS support in the ircDDB Gateway

My understanding is that D-RATS was originally intended as a point to point
(usually simplex) communications service.  The Ratflector was added later as
well as tweaks for repeater and gateway use.  For all practical purposes
D-STAR routing is a "transparent" transport for D-RATS.

Running D-RATS at the gateway may make sense if it is at an operating
position, I'm not positive of the benefit for a hilltop installation (though
you could remote the display).

On the other hand, a gateway based service to store and forward messaging,
file transfer, etc. between user radios and remote gateways/radios might
have some utility. This would allow asynchronous communications at the radio
to gateway point and not require end radios to wait for remote radios to
respond through the network.
