[drats_users] D-RATS and FCC Part 97.219d

Hi Kirk:
Keep in mind you can control who you let use the email side of things by authorizing those call signs you wish to have email privileges under email access in preferences.

Never thought about the unmanned part and have forwarded that to a couple of club members here in Canada asking what our status is on that.
