[drats_users] D-Rats and Hotspot

Who's hotspot board is it?

The only boards/firmware known to support D-RATS are the earlier Satoshi 
4.xx and all the DutchSTAR code. That's not to say any other firmware 
will not work; it's just not been tested and therefore known to work.
