[drats_users] Error

Hello,
   I started D-Rats ver 0.3.2b9 and saw this error message in the  'Event 
Log':
 
2010-02-17 04:46:18 Failed to connect (Unable to connect((10061,'Connection 
 Refused')))
 
What does this error message mean?
