[drats_users] No map display

I tried reinstalling DRATS on a machine the other day and the map display
always came up blank even with a live Internet connection.  We deleted
everything and reinstalled with the same result.  We even tried using the
map downloader to prefetch all the map files but no joy.

The system is a Vista laptop running DRATS 0.3.1.

Ideas?
