Correct.  D-RATS operates either without AX.25, or with layer-2 AX.25
only.  JNOS operates (provides) layer-3 AX.25 and a layer-4 messaging
protocol on top of that.  D-RATS implements KISS and layer-2 AX.25 for
the purpose of utilizing existing "packet" hardware only, not to
implement the rest of the "packet" suite of protocols.
