[drats_users] D-RATS 0.3.2 official

Hi all,

After a long beta process, I've snapped the official 0.3.2 release.  The
full list of changes since 0.3.1 will be posted on the website, but here
are the changes since the final beta:

- Fixed sorting of radio ports, email accounts, etc in preferences
- Added an "ignore all" button to the error warning dialog so you can
  shut it up for an entire session if you start to hit a repeated
  non-fatal error
- Make incoming WL2K messages prepend WL2K: before the sender so that
  replies work properly
- Allow WL2K:CALLSIGN in addition to WL2K:email at address.com
- Fix spawning of network proxy on Linux and Win32 machines
- Add a nicer email printable template

I'm going to wait to update the website until Mike can get the Linux
packages built and uploaded to the repositories.  Until then, members of
