[drats_users] d-rats_repeater?

Under both Fedora and Ubuntu with d-rats installed from the repo  
packages, clicking on File->Network Proxy does nothing.  Happy to see  
from the e-mail traffic that it looks like you know what's wrong  
already. Sorry it took me so long to test, I was off-hook for a good  
share of last evening for a 'honey dew' project.

I did learn something new: I didn't know that was a method of starting  
drats_repeater. It's been 'broken' since at least 0.3.2b7, when we  
started making the .rpm and .deb packages.
