 Thanks, this was a windows-specific bug related to CRLF translation.
 Since this was a single-character change, I've re-posted the 0.3.1 binary.
 Please re-download and re-install.  Note that you will need to clear your
 map cache in order to get rid of some of the broken tiles.  In the Map
 window, go to the Map menu and choose "Clear cache".  Then restart D-RATS
 just to be sure and then you should see your map tiles properly download.
