I really don't see the problem.  I got an f11 machine built and was able
to create a b6 rpm out of the box the first time, no changes to the
setup.py or anything else.  The RPM installs and gives me a runnable
D-RATS.  It's here, for what it's worth:

That won't work on f10 of course, but it seems to behave as expected for me.
