[drats_users] Noed adapter support

All the adapter does is act like a modem. you would format your frames
and then push them out the USB port to the modem/adapter. There are a
few projects already working with the adpater to move voice (the HotSpot
is one of them) so it shouldn't be that hard. 

The HotSpot software already supports slow speed data on port 20003.
Perhaps that might be an interim step? It is able to forward the GPS
data to the D-PRS package. Or rather allow the data to be collected by
D-PRS.
