I'm literally dumping the D-RATS frames to the TNC, but with the KISS
framing.  The TNC just acts as a modem at that point.

For reference, I'm using a KPC-2 and a 9612 on either end to test
with.  Both are placed into KISS mode (int kiss, reset) prior to
hooking them up to D-RATS.
