Okay, got it.  It looks like one of your map overlays is causing it to
choke.  That would normally be fine, but there is a bug in the error
path which is causing it to die.  I've fixed the error for the next
time around.  If you want to fix your system sooner, try removing the
overlays and add them back one by one.

To do that, go to Start->Run and type:

  %APPDATA%\D-RATS\static_locations

Move all the files in that directory out and start D-RATS.  It should
start normally.  Now, close it and add one back in and see if D-RATS
starts.  Do that until you find the one that breaks it.  When I
release the next beta, you should be able to add the bad one back in.
