[drats_users] D-RATS User Manual - 1st draft

Very nice! This is much more than a draft.
I only wish that it could be found easily in the web pages; up with
FrontPage, DownloadPage, InstallPage, FAQ. There is a lot of
documentation buried in the web site. It's not a documentation issue,
but presentation.
