[drats_users] D-RATS 0.3.0-alpha6

Hi all,

I just posted alpha6 with the following changes:

 - Add ability to respond to remote file/message requests
 - Add some keyboard accelerators to menu items
 - Add coalescing of all station position reports within last 5 minutes
 - Add top-level tab notice coloring
 - Reduce the delay on incoming socket data (for ratflector usage)
 - Fix (maybe) the eventual hang in the reflector app
 - Fix incoming mail fetching and auto-gateway
 - Fix outgoing mail gateway
 - Fix duplicate sessions on settings save
 - Prepare an installer for win32 and fix installation of python package
   on UNIX

I think that the above represents working status almost all of the 0.2.x
features, with the exception of the following:

 1. Message retrieval from a remote station
 2. Add/remove static overlays in the map window
 3. Internationalization for the new strings

The first two will require a little more thought.  If people agree, and
don't find any major issues with this version, then I propose the next
one be called a beta.

Thoughts?  Feedback?  Reports?
