[drats_users] Real Time Marker Data in 0.3 Alpha

I know that 0.3 is still in the development stages but I wanted to 
mention that this feature is of extreme interest to all D-RATS users in 
the Southeastern US. To be able to access Bouy Data from the Gulf and 
Caribbean sea during hurricane season would be very beneficial.
When you get this piece worked out we will be glad to test it thoroughly.
