[drats_users] D-RATS 0.3-alpha4

Hi all,

So we don't get another outburst from Dave, I figured I should post
another alpha with a few bugfixes here.  The alpha4 snapshot has the
following (few) changes:

- Fix word wrapping in chat display
- Fix vertical scrolling in chat display
- Make remote station drop-down in files tab have up-to-date station
  list
- Fix failure to respond to CQ pings
- Work up *some* bits required for Edit and Delete operations on map
  markers
- Fix loading duplicate map marker lists on settings save

So, not much has changed; just a few fixes.
