[drats_users] D-RATS 0.3.0-alpha3

Yes, each individual QST is easy to enable/disable now, but I liked the
global checkbox was nice to have for nets or roundtable discussions when I
wanted to disable all QST's. I could live without it, but I think it was a
nice feature. Then again, I only have 3 QST's set, so it would be easy to
enable/disable all of them with a few clicks.
I wonder if others would like the feature returned as well or not?
