[drats_users] D-RATS 0.3.0-alpha3

Hi all,

I just posted 0.3.0-alpha3.  I wanted to get this one out a little
quicker since there were some packaging issues with the previous
version.  Hopefully those have been fixed now.  A rough set of changes are:

- Add entry in file menu to launch form builder
- Add icon to map menu item
- Make file upload automatically start the image resizer for image files
- Add File->Broadcast text file when chat tab is selected
- Add File->Ping Station
- Add internet connectivity toggle to file menu (requires restart to
  take effect until I fix it)
- Add View->Clear for chat tab
- Add chat filtering
- Add per-tab chat logging
- Add View->Log for chat tab
- Make map load images in the background, threaded
- Make map display load progress in status bar at the bottom of the
  window
- Fix exporting map image to include the markers (a fix that needs to be
  applied to 0.2.x as well)

I'm particularly excited about the map fixes.  It shows about a 1000%
improvement in load speed for me, and makes the process much less
annoying because it doesn't take over the entire app like it used to.
It's still a little fragile, so don't change the zoom level until you
let it finish with the current one.  However, if you have any interest
in the map stuff, *definitely* check this out.

I think that we're closing in on feature parity with 0.2 here, so I'm
thinking it's about time for a beta, including an installer (which will
need a lot of testing because it will have to do more work now).
