[drats_users] Default file transfer path directory

I disagree.  Based on my experience trying to teach D-RATS to people
who aren't power users, having files pop up on their desktop when
someone sends them one is the easiest way for them to operate.

What I'd rather do is make 0.3 honor the "allow remote file transfers"
check box again (oops) and leave that disabled by default as it has
been in the past.  What do you think of that?

We could also have D-RATS default to a folder on the desktop that gets
created if it doesn't exist.  Something like "Desktop/D-RATS Public"
maybe?

Anyone else have any thoughts?
